His Majesty's Consulate-General, Canton, 24th. November, 1905.
Sir,
With reference to my Despatch No. 212 of the
3rd. instant and the enclosure therein, being a transistion of a Despatch from the Viceroy to me of the End. instant, in connection with the seizure of certain coal mortgaged to the National Banx by reng dua Chun, i am now in receipt of instruction from his
Majesty's Minister in Paxing directing me to furnish him with a full report regarding the various counter statements made by the Viceroy in the despatch in question. I regret that I am unable to do so, as both the National Bank and reng dua Chun are in bong-
-kong. I accordingly appeal to the good offices of your Government
to obtain from the Bank and Feng Hua Chun full particulars of the
situation, and especially how far Feng Hua Chun is involved in
business transactions with Chou Tung Sang as alleged by the
Viceroy. In fact, I should be glad of a full report on the situe-
-tion for transmission to Sir urnest Satow; without which it will
be impossible for His Excellency to act. At the same time, bis
Majesty's Minister directs me to state clearly whether eng mua
Chun is a British Subject. On this point your Government must be
in a position to furnish me with the facts; and I should be glad
by your doing so, to enable me to answer his excellency's enquiries
I have atc., (So.) James Scott,
Bonourable
The Colonial Secretary,
hongkong.
